#1 Not UFT-8 Compatible

Currently [b18351847d] v0.1.0 is not UTF-8 (Unicode) compatible.

As of [42f3dc3f53], we are now UTF-8 (Unicode) compatible.

Update tests for intentionally failing:

• [X] base64 "yAyL3WlysPBdTEnPDs+JnWlytjv" (Err: InvalidPadding)
• [X] utf-8 "woXChQ==" (Err: FromUtf8Error)
